You will remember that I spoke to you about the possibility of giving some publicity to the account enclosed in No. 1 on this file. The Governor has agreed that there would be no objection to the publication in the press here for an account of this journey based on the details given in the encl. to 1. Perhaps you could try your hand at something which might be appropriate. I think it better not to include any map, at any rate in as great detail as that sent with the despatch, in a published account, and I think it would be better to omit any reference to the fact that the boat on which the doctors concerned returned to Hong Kong was a blockade runner.

You may wonder why these lepers were sent to Chinese territory at all. It is the normal practice in Hong Kong to reserve the permanent accommodation from lepers in the Colony's hospital for natives of the Colony, and there are long standing arrangements for the transfer of non-residents to settlement such as that mentioned in the despatch on the Chinese mainland.
